Historic agreement, marketing the first time the federal government has contracted to buy electrical power from a Northwest plant with private investor ownership, is signed in Portland. It provides for purchase by the Bonneville Power Administration and Bureau of Reclamation of the initial output of power from a $113 million coal-fired plant to be built near Centralia, Wash.
