This Is A Typical Scene In The Business District Of Portland During The Record Flood Of 1894. Horse Drawn Carriages Were Used For Transportation Through The Streets, Where The Water Was Around Three Feet, And Rowboats Were Used On The Streets Covered To A Greater Depth.
