Caption: Edgar F. Kaiser, above, board chairman of Kaiser Steel, who worked out a formula in consultation with the Steelworkers Union for the settlement of the steel strike, said today that his company would not make a separate agreement but would stick with the industry. His hopes for a settlement appeared blasted when presidential fact-finders reported that a settlement was impossible.
