Caption: JOINS FTC -- A. Leon Higginbotham Jr., right, of Philadelphia today is sworn in as a member of the Federal Trade Commission by Associate Justice Byron White of the Supreme Court. Paul Rand Dixon, FTC chairman, holds the Bible. Higginbotham, a 34-year-old lawyer, is the first negro named to a federal regulatory agency.
