Its Lower Decks Nearly Awash, The Interstate Terminal Was The Scene Friday Of Evacuation Of Goods To Higher And Drier Storage Space On Its Upper Level As The Willamette River, Fed By Backwaters From The Columbia Rose To 17.9 Feet, Virtually Flood Stage. A 24 Foot Peak Is Foreseen. Shipyards Built Cofferdams Against Floods.
