Postmaster General Benjamin Bailar tells a Washington news conference Wednesday that the new three year contract covering some 600,000 postal employees is a very favorable settlement even though it will push up the Postal Service's operating costs by about $2 billion. However he said the new pact will require the Postal Service to seek a hike in first class postage to 13 cents by the end of the year.
