Fire Marshal George Dwelle of Clackamas County Fire District 1 said investigators "still don't know very much about this arsonist, but we're convinced he tipped us off before he set the newest fires." Dwelle said a man, who claimed to be the supsected arsonist, called the Portland Fire Bureau about 8 p.m Saturday and said, "It's time to set more"
