WASHINGTON: IN CEREMONIES AT A LUNCHEON HERE TODAY AIR SECRETARY W STUART SYMINGTON PRESENTS THE PRESIDENT'S CERTIFICATE OF MERIT TO DAVID BLANSHARD, 12, DAYTON, OHIO, WHO ACCEPTED IT ON BEHALF OF HIS FATHER THE LATER WERMER A BLANCHARD, WHO WAS KILLED IN A PLANE CRASH DECEMBER 4, WAS ONE OF 62 CIVILIANS TO BE AWARDED THE CERTIFICATE IN RECOGNITION OF THEIR WARTIME SERVICES IN THE AVIATION INDUSTRY.
