Sir Broderick Hartwell, the Irish Soldier fo fortune has openly avowed his intention to promote trans-Atlantic rum-running enterprises in case the 12 mile limit is established and since the anchoring of a British Ship outside the 12 mile limit for the purpose of selling liquor to American rum-runner would be perfectly legal, his activity in promoting his projected enterprises in England by offering a guaranteed profit of 20% or better is said to be embarrassing the American Government even more. His proposal is analogous to the exploits of English runners who aided the Confederate States in the Civil War which caused a lot of animus in the U.S.againts England.
