Philippines; More than month continuous rains brought 68" rain in Manila nd 188" Baguio (summer capital) in July alone. Rains began June 25 with a typhoon and continued through beginning Aug. 2 million refugees Central Luzon (main island), including greater Manila area. 250,000 hectares rice and crop land under up to 20 feet water. 36,000 hectares fish ponds wiped out. Early estimate over $100 million damage. Victims wait for food to be dropped from helicopter or to be rescued.
